Port Authority
Actually, the name of the agency is the Port of New York Authority. That is the name on their charter from Congress [U.S. Constitution, Article I, Section 10; 42 Stat. 174 (1921); 42 Stat. 822 (1922)], and they have never asked Congress to change it to the make believe name that they like to use, Port Authority of New York and New Jersey.
It is also relevant that the Port Authority has received, and continues to receive federal money for various projects. Applications for federal money require certification that the agency is in compliance with a variety of federal laws and regulations, including the United States Manual of Uniform Traffic Control Devices. False statements, even if not under oath, are punishable with imprisonment for up to five years (18 U.S. Code § 1001).
Take a look at these photographs taken at Kennedy Airport and decide if you think that the Port Authority is complying with federal or state law. Note that you can find a discussion of New York and federal traffic law and links to the law and MUTCD on the New York State page.
The MUTCD requires that direction signs have white letters on a green background. The sign to terminals 1, 2, and 3 is compliant. Also, only certain authorized colors (known as “National Traffic Safety xxxx” may be used. The sign for terminals 5, 6, and 7 is not an authorized color.
Of course this sign also is neither green, nor an authorized color.
While these signs are National Traffic Safety Blue the color is not for directional signs (except for services).
This sign is not enforceable because it doesn’t specify days and time in effect.

And this sign is not 7 feet above the pavement.
What is the meaning of these lane markings? They are not authorized by the MUTCD or the NYS Vehicle and Traffic Law.
“Thru Lane” is not an authorized supplement. Also, sign doesn’t specify days and times in effect.
The “No Standing on Airport Roadways” sign is a nullity. Parking signs must be posted every 200 feet.
Yellow on roadways and curbs is prohibited except to separate traffic in opposing directions and on the left hand edge of one way roadways.
So what do you think? And why do the Port Authority police refuse to do their sworn duty to issue summonses to the Port Authority or its management? Why do they refuse to remove the unlawful traffic control devices as authorized by the New York Vehicle and Traffic Law?
